Engineering staffing, minus the 60-day fill.
Contract and direct-hire placement of mechanical, civil, electrical and aerospace engineers, plus designers, drafters and field techs, on a Zoho system that tracks every licence, clearance and project end date. Recruiter hours go where the money is: sourcing.
Why engineering staffing is unlike any other desk.
Engineering staffing sells rarity on long cycles. The product is a credential that took a career to earn: a PE stamp valid in the right state, a clearance that is still current, a discipline record that says turbomachinery rather than HVAC. Fills run about 58 to 62 days and cleared roles run longer, so the desk that wins is the one whose system was watching project end dates and licences all along. You cannot rush the pool. You can only stop wasting it. We have run technical desks ourselves, tracking stamps and clearances by spreadsheet, and the wiring below is what we wished we had.
The Georgia project is about to start.
Your best engineer holds a Texas PE.
In most firms that call starts a week of licence spreadsheets and clearance guesswork. In yours, the comity application was filed two months ago, because the system watches project end dates and licences so nobody has to remember.
The hours you lose without a system.
The empty pool taxes every req you run.
One in three engineering roles goes unfilled every year, and 25%+ of working engineers plan to retire within five years. Every unfilled req is a fee at zero, so sourcing is not part of your business. It is the business.
~200,000 NEW ENGINEERS NEEDED ANNUALLY · RS ENGINEERING TALENT SHORTAGE REPORT / DAVRON
A fill that drifts to 60 days bills nothing for two months.
Cleared defense roles add months on top, and every day of drift is a day your candidate is talking to someone else while the seat earns you zero.
ENGINEERING ROLES AVERAGE 58-62 DAYS TO FILL · PPAAC
One clearance guess wastes an entire req cycle.
ITAR, EAR and DoD clearance requirements shrink an already-tiny pool, and one mis-flagged eligibility burns weeks of work. You need a cleared pool you can actually search, not a memory of who “probably still has a Secret”.
ONE MIS-FLAGGED ELIGIBILITY = THE WHOLE REQ WASTED · K2 STAFFING
Reading eighty resumes to find eight costs a recruiter-week.
“Mechanical engineer” means forty different jobs. HVAC design and turbomachinery are not the same hire, and keyword search cannot tell SolidWorks from CATIA from Revit, or ASME from AISC. So your recruiters read resumes all afternoon.
KEYWORDS CANNOT TELL DISCIPLINES APART
A missed roll-off strands a billing consultant on the bench.
A program award means 15 engineers in 60 days; a cancellation strands them. If you cannot see every consultant’s roll-off date, you find out on their last day, and the run-rate goes with them.
REDEPLOYMENT: ~3% AVERAGE VS 70%+ BEST-IN-CLASS · CS RECRUITERS
Passive engineers get placed by whoever knew the project was ending.
Your best candidates are not applying anywhere. The fee goes to the agency that tracked their project end date. That is a CRM discipline problem, not a job-board problem.
THE AGENCY THAT KNEW THE PROJECT WAS ENDING WINS
The same week, on the system we build.
Same reqs, same scarce pool, with the wiring in place. The req posts everywhere in one click, the AI knows disciplines apart, and the nurture keeps senior engineers warm until their project ends. Whatever isn’t pictured here gets its answer, line by line, in the table below.
Every pain has a wiring diagram.
| The pain | The Zoho fix |
|---|---|
| Talent scarcity and passive-candidate dependence | Recruit talent pipelines by discipline + Campaigns drip nurture timed to project end dates + Zia engagement scoring |
| Clearance and citizenship gating | Clearance fields (level, status, expiry, poly) with validation rules; searchable cleared-pool segments, and no submittal without verified eligibility |
| Niche-skill matching beyond keywords | Structured skill taxonomy in Recruit + Zia semantic matching on discipline, tools and codes. SolidWorks is not CATIA is not Revit |
| PE licensure and multi-state comity tracking | Licenses module per state with renewal alerts via Flow; comity-application tracker built in Creator |
| Project-cycle whiplash and bench risk | CRM deals linked to headcount plans; Flow alerts on project end dates trigger redeployment matching at T-60 |
| Long client interview loops | Blueprint stage SLAs + automated client-feedback nudges + candidate keep-warm sequences |
| Underpricing scarce skills | Analytics rate-benchmark dashboards by discipline and region, built from your own placement history |
Roll-offs and renewals, caught overnight.
Cleared-Talent Radar
Maintains a live, searchable pool of clearance-verified engineers, with expiry tracking and eligibility flags, so cleared reqs start from a real list instead of a guess.
Project Roll-off Redeployer
Matches every consultant to new programs 60 days before their project ends and emails the shortlist to the account manager, so the extension call happens while the consultant is still on the project.
PE-Renewal Concierge
Tracks every consultant’s state licences, automates renewal reminders and runs comity-application checklists, so a Texas PE can take the Georgia project.
Stated plainly: Zia Agent Studio usage is metered and Zoho AI pricing is still settling. We pilot agents before you commit to them. No slideware.
Four scenes, told by the desk log.
Fourteen roll-offs surface at T-60, pre-matched.
The overnight scan finds every consultant ending inside sixty days and matches each against open programs. Shortlists land in account-manager inboxes before coffee, drafted for your AMs to approve, so the extension call happens while the consultant is still on site.
A cleared req starts from a real list.
Level, status, expiry, poly: structured fields with validation rules mean the cleared-pool search takes minutes, not a week of phone archaeology. A submittal physically cannot leave without verified eligibility, so no cycle gets burned on a guess.
The Georgia project gets its Texas PE.
PE-Renewal Concierge opened the comity checklist two months ago; the filing documents are queued in Sign. Two Secret clearances nearing expiry already have renewal tasks. Licences stop being a spreadsheet and start being a pipeline.
An underpriced req gets caught before you quote.
The Analytics rate benchmark, built from your own placement history by discipline and region, flags a data-center MEP req priced 18% under market. It gets repriced before the quote goes out, not discovered at month-end.
Measured, not felt.
Time-to-fill: the vertical benchmark in days (PPAAC); every req tracked against it, live
Roles unfilled each year (RS / DAVRON): pipeline coverage per discipline is the counter
Redeployment at project end: best-in-class vs ~3% average (CS Recruiters); the hidden P&L lever
Gross margin per consultant: the live spread on every placement, one screen
New engineers needed annually: the scarcity backdrop; a warm, nurtured bench is the only durable answer
Working engineers planning to retire within 5 years: the pool shrinks while demand grows; discipline pipelines compound
Nine Zoho apps, one engineering bench.
Zoho Recruit · Staffing edition
The core ATS: reqs, discipline pipelines, cleared-pool segments, Zia matching, branded submittals, client portal for interview feedback.
Zoho CRM
Program and project deals linked to headcount plans, so a contract award becomes a staffing forecast instead of a fire drill.
Zoho Campaigns
Quarterly passive-candidate nurture timed to project end dates. The senior engineers who never apply, kept warm anyway.
Zoho Creator
Comity-application tracker, clearance registry, rate-card apps. The vertical-specific machinery generic ATSs cannot do.
Zoho Flow
T-60 roll-off alerts, licence-renewal workflows, client-feedback nudges. The wiring between every app on this page.
Zoho Sign
Right-to-represent, NDAs, IP assignment, per-diem agreements. Executed and filed per placement.
Zoho Analytics
Rate benchmarks by discipline and region, pipeline coverage per skill area, margin per consultant. One screen, live.
Zoho Books / Invoice
Placement fees and contractor billing without the QuickBooks handoff. Margin tied to the actual placement record.
Zoho Workerly · optional
E-timesheets and client approval for hourly field contracts and site-based crews. Licensed per temp, only when you need it.
Roughly $84 a seat, all-in.
A realistic 8-person engineering staffing firm: 5 recruiters and account managers, 3 ops and leadership, mostly contract placements.
The usual stack, same firm
Or Bullhorn alone at ~$165/user: $1,320+/mo at 8 users, annual contracts typically from $20k+ minimums, middle office extra. Competitor figures are published or market-reported ranges; quote-only vendors discount at volume.
The same jobs, on Zoho
$8,052 a year, with accounting, e-sign, BI, marketing and chat included. The Staffing Agency edition is licensed separately. It is not inside Zoho One, and it never hides in our math. Current US list prices, annual billing; add-ons (Vendor Portal, video interviews, SMS, Zia usage) commonly add 10-30%.
Buy the rung you need. Climb when ready.

Straight answers, in writing.
Is Zoho Recruit’s Staffing Agency edition included in Zoho One?
No, and anyone who tells you otherwise is misquoting. Zoho One includes only the corporate-HR edition of Recruit. The Staffing Agency edition, with client modules, client portal, submittal workflows and 750 active jobs, is licensed separately, per recruiter. Our cost tables always show it as its own line.
Can Zoho actually handle clearance and ITAR tracking?
Yes. Custom fields, validation rules and segmented cleared pools in Recruit, with rules that physically block a submittal when eligibility is unverified. The system tracks status, expiry and eligibility flags your team maintains; adjudication stays with the government, as it should.
We’re on Bullhorn. How painful is the migration?
It is a solved problem: we have moved staffing agencies off Bullhorn, Crelate and spreadsheets. Candidates, clients, notes and documents come across in a staged migration; you run parallel for a sprint before cutover. Migrations are the core of our Accelerate tier, priced fixed out of the Staffing Systems Review.
Do we need Workerly for contract engineering?
Usually only if you bill hourly with client-approved timesheets. Long salaried contracts run fine on Recruit + Books. If you dispatch field crews or site technicians on hourly terms, Workerly’s e-timesheets and approval portal earn their keep. Licensed per temp, separately from Zoho One.
The AI agents sound good. What’s real today?
Resume parsing, Zia candidate matching, AI job descriptions and screening assistance are shipping features in Recruit today. Autonomous Zia Agents and the Zoho MCP server are live but metered, with pricing still settling, so we pilot before you commit budget. That caution goes in your quote, in writing.
